Christa Moore was watching her children play on the Kemp Playground in Kansas City when she noticed William Bates Jr "eyeballing" her kids. Suddenly, he attacked her 2-year-old daughter by ripping off her diaper and pulling down his pants. Horrified, Christa ran towards Bates and pummeled him with her fists while he lay on the ground. Bates fled, but Devan Barnes pursued him and trapped him until the police arrived. Bates was found with marijuana and an unidentified chemical fluid. He was charged with attempted sodomy and statutory sodomy with a person less than 12 years old. According to Bates, he doesn't remember the incident and thinks he was drugged.
