4. Anbu Black Ops: Elite in Name Only The Anbu Black Ops are renowned as elite Shinobi. However, upon analysis, it is revealed that members like Hatake Kakashi and Yamato are only at the Jonin level and can be easily defeated by Akatsuki members. 

5. New Seven Ninja Swordsmen: Weak and Disgraceful The "New Seven Ninja Swordsmen" in Kirigakure are a disgrace to the legendary group. Comprised of inexperienced Shinobi who stole the swords, they are easily defeated and are considered the weakest in the Shinobi world.
